Dr Tinashe Hofisi says the current discussion in Zimbabwe on establishing a National Transitional Authority (NTA) is misplaced and Zimbabweans should instead focus on re-imagining the winner take all culture in Zimbabwe.

Hofisi says to have an NTA, there will need to be a constitutional amendment as the current constitution says only the winner of the harmonised elections can run the affairs of Zimbabwe.

Dr Hosifi says the constitutional amendment of 2013 left ZANU-PF with the all powerful President as opposed to the National Constitutional Assembly (NCA) draft that had envisaged an elected Prime Minister with executive powers and a President without executive powers.

Hofisi says it is important to focus more on addressing the winner take all culture than an NTA as what happens after the NTA period has not been well thought out.
