The City of Harare is blaming people saying they were blocking fire fighters from doing their work.
They also warned them on getting closer to such fire situations.
The council said their brigade team had to engage Anti-riot police to disperse the crowds.
They mentioned that the firemen accessed the building after sometime and by then the fire has caused a lot of damage.
