Mali Military spokesman Colonel-major Ismaël Wagué has revealed details of negotiations with ECOWAS during a long ranging interview with TV5.

Transitional Period

The military is proposing that since former President, Ibrahim Boubacar Keïta has served only 2 years of his 5 year term before he was forced to resign, the transitional period should be in place for that amount of time.

They are proposing that processes leading to the installation of a transitional civilian President should take at least 1 year.

Sanctions

Wague said there is no need for ECOWAS to impose sanctions on Mali because President Keita resigned willingly and said so himself.

House Arrest

Wague said Keita is currently living freely in a place of his choice and has requested that if he needs to see a doctor he be allowed to go outside Mali for treatment.

This was agreed to by the military negotiators and if neccessary, Keita will be allowed to travel abroad for treatment.

While Keita is has not seen his family for a week, Wague said this was due to the situation, but he is not under arrest.

Soumaila Cisse

Wague said the military is working to secure the release of kidnapped opposition leader Soumaila Cisse. However, this situation is not under their control.

Negotiations

Wague said the framework for negotiating with Jihadists will continue as it was under President Keita.

Was National Committe for the Salvation of the People a stunt?

Wague, who was a spokesman for soldiers calling themselves the National Committee for the Salvation of the people, said the movement was not a stunt or an excuse to stage a coup.
