Job Sikhala alleges that Obadiah Moyo had a selection panel that included CIOs and recruited nurses based on a list of names from former First Lady, Grace Mugabe.
He asks whether this is a result of corruption or a patronage system.
This is interpreted by many as state capture of the Ministry of Health.
Jacob Mudenda said he would not allow an honourable member to cast aspersions.
He further said that Sikhala can not say that Obadiah Moyo is corrupt.
Sikhala refused and the whole of parliament turned into chaos.
