The attached public statement from Apostle T.F. Chiwenga of Jesus Revelation Ministries highlights two main crises in Zimbabwe: the escalating road carnage and the dire state of public health facilities.
High-Level Issues
- Unending Bus Accidents: A deepening public transport crisis with a high number of deaths and injuries (at least 97 dead, 151 injured since January 2025) attributed to operator negligence.
- Government Inaction & Apathy: Criticism of the government’s perceived silence, lack of concern, and failure to uphold its constitutional duty to protect citizens’ lives by taking decisive action, holding reckless operators accountable, or visiting affected families.
- Lack of Accountability and Compensation: A systemic failure to prosecute responsible bus companies and ensure victims or their families receive timely compensation for injuries and loss.
- Decaying Public Hospitals: The public health system is in a state of emergency, characterized by dilapidated infrastructure, understaffing, low staff morale due to poor remuneration, and hospitals being outgrown by the population.
- Inadequate Emergency Response: A lack of timely and functional emergency rescue services, ambulances, and adequate personnel to assist road accident victims.
Proposed Actions
To Curb Road Accidents:
- Establish a Road Safety Directorate (RSD): A new department to implement policies, enforce real-time monitoring (including a 24-hour fleet), and impose hefty, deterrent fines for reckless behavior.
- Mandatory Training and Devices: Implement a mandatory Public Transport Safety Diploma for all public transport staff and install statutory speed monitoring and limiting devices on all public vehicles.
- Strengthen Investigations: Create a dedicated Road Safety Investigative Department (RSID), modeled on South Africa’s RTMC, to professionally investigate public transport incidents and support prosecution.
- Victim Compensation: Enact legislation for transport operators to be vicariously liable for timely compensation, and establish a Road Accident Fund (RAF), financed by a portion of the existing fuel tax, for victims’ losses.
To Improve Public Hospitals:
- Declare a State of Emergency: Expedite the building of new, large hospitals (e.g., three in Harare, two in Bulawayo and Chitungwiza) and renovate/re-equip current major hospitals.
- Improve Staff Welfare: Enhance the salaries and benefits of essential medical staff (e.g., suggest free school fees for all civil servants’ children up to university level).
- Implement National Health Policy: Adopt a model like Rwanda’s Mutuelles de Santé for Universal Health Coverage, with affordable annual contributions from citizens and a larger one from the government.
- Create Emergency Rescue Service: Develop a fully functional Emergency Rescue Service to international standards, equipping major hospitals with sufficient ambulances, an emergency air-rescue helicopter, and adequate personnel.

Road Accidents and Negligence
The ministers of the gospel in Jesus Revelation Ministries and Apostle T.F. Chiwenga are deeply mortified, worried, and concerned about the increasing deaths and the deepening public transport crisis in Zimbabwe, along with the state of hospitals. They note that the nonchalance and apathy of the government in this regard is disturbing and questionable.
Since January 2025, a minimum of 97 people have been confirmed dead and at least 151 injured in bus accidents across Zimbabwe. The reports from investigations, passengers, and bystanders show great negligence on the part of transport operators.
Summary of Bus Accidents (January – November 2025)
The document details the following publicly reported bus accidents and casualties since January 2025:
| Bus Company/Location | Date | Location/Route | Details | Deaths | Injuries | State Response |
| Urban Connect Bus | Feb 13, 2025 | Masvingo-Beitbridge highway (near Lutumba tollgate) | Attempted unsafe overtaking, collided with a commercial truck. | 24 | > 30 (12 critical) | Declared national disaster, state-assisted burials. No recorded prosecution. |
| Mandaza | Feb 15, 2025 | Masvingo-Harare highway in Beatrice | Head-on collision with a school bus. | 3 | Unspecified | Not mentioned. |
| Hungwe Coaches | May 7, 2025 | Gweru | Failed to negotiate a roundabout and overturned. Witnesses reported brake failure and uncontrolled acceleration. | 6 | Several | No government response recorded. |
| Mzansi Express | Jul 8, 2025 | N1 North in Musina | Struck after a truck lost control and crashed into the bus and a light vehicle. | 1 (Driver) | 4 | Not mentioned. |
| Dragon Bus | Aug 30, 2025 | Mutare-Masvingo road (near Mutendi complex) | Driver attempted to overtake a timber-laden truck in oncoming traffic, swerved, and sideswiped the truck, causing timber to pierce the bus. | 8 | 4 | Not mentioned. |
| DNC Coaches | Oct 12, 2025 | N1 North in Limpopo | Investigations pointed to excessive speed, poor brake functionality, faulty suspension, and severe overloading (91 passengers on a 62-seater). | 43 | Many seriously or moderately injured (8 declined medical) | Zimbabwean government allocated funds for victim support, but this was deemed “hardly enough”. A 21-week RTMC probe was launched in South Africa. |
| Unknown Bus | Oct 19, 2025 | Gweru-Zvishavane highway | Hit a stray cow, veered into oncoming traffic, and collided with a Toyota Hilux. | 2 | 19 | No government reaction reported. |

General Road Accident Fatalities: A ZRP report indicated that by late July 2025, at least 1,112 people had died in road accidents (including all vehicle types) since the start of the year.
Deaths per Bus Accident (August-November 2025)
The document provides a bar graph showing the deaths from bus accidents in four specific months:
The chart shows:
-
Dragon Bus: 8 deaths
-
DNC Coaches: 43 deaths
-
Gweru-Zvishavane: 2 deaths
-
Pavillion: 6 deaths
-
Munenzwa Bus: 4 deaths
Constitutional Rights and Government Inaction
The statement asserts that every Zimbabwean has the right to life (Section 48(1)) and personal security (Section 52) of the Constitution. The President and his government have a constitutional duty to stop these road disasters and protect the lives of Zimbabweans.
The Apostle voices strong concern about the lack of government action when citizens perish:
-
The President does not show concern over the avoidable deaths.
-
Neither the President nor subordinates attend accident scenes to investigate, show support, or commit to new policies.
-
The President does not visit the bereaved or attend funerals in solidarity.
-
The Zimbabwe Republic Police has not held a prominent bus company accountable through arrests and successful prosecutions.
-
Victims have not obtained justice or been compensated for their losses, personal injuries, or loss of social support.
-
In the meantime, the bus companies continue to make huge profits and expand operations.
Suggested Solutions to Curb Road Carnages
Jesus Revelation Ministries proposes the following solutions:
1. Road Safety Directorate (RSD)
The Government should establish a Road Safety Directorate (RSD) to implement policies, monitoring, and real-time interventions. The RSD’s duties would include:
-
Mandatory Training: Implementing a statute requiring all public transport operators, drivers, assistant drivers, and inspectors to attend a mandatory Public Transport Safety Diploma at a government-held institution. Driving public transport without this certification should be a crime.
-
Hefty Fines: Implementing hefty fines that are punitive and deterrent, such as fining a bus company USD $5000$ for over speeding by just $10\text{km/hr}$.
-
24-Hour Monitoring: Operating a 24-hour fleet of monitoring vehicles and a toll-free number for passengers to report unsafe driving. Officers must be able to track, stop, and apprehend reckless drivers immediately.
-
Speed Devices: Mandating the installation of speed monitoring devices and speed limiting devices on all public transport vehicles.
-
Mandatory Inspections: Imposing a mandatory public transport vehicle inspection for roadworthiness (including speed compliance) and penalties for non-compliance.
-
Investigative Department: Creating a dedicated Road Safety Investigative Department (RSID), modelled on South Africa’s RTMC, equipped to professionally examine accident scenes and support the prosecution of negligent drivers.
2. Legislative and Financial Reforms
-
Vicarious Liability: The legislature should enact a law that directly provides for timely compensation of victims by transport operators, holding companies vicariously liable.
-
Road Accident Fund (RAF): Establish a Road Accident Fund (RAF), similar to South Africa’s, to compensate victims’ families. It should be financed by an initial government investment and a dedicated fuel tax deduction (not an addition). This fund should be implemented retroactively to cater for victims since at least 2020.
-
Infrastructure: The state should build safe, strong, durable, and standard-wide roads.
Note on Funding: The suggested RSD and its operations (excluding the RAF) would not impose a budgetary burden on the fiscus, as the hefty fines collected from misbehaving transport operators would be sufficient to fund the establishment and operations.
The State of our Hospitals and Possible Solutions
The government is advised to declare a state of emergency for the public health system.
-
Build New Hospitals: Expeditiously build new hospitals to complement existing ones, e.g., Harare needs at least three new major hospitals, and Bulawayo and Chitungwiza need at least two new major hospitals each, as current facilities have been outgrown by the population.
-
Renovate and Re-equip: Renovate and re-equip current hospitals (like Parirenyatwa, Harare, Chitungwiza, and Mpilo) to competent working standards. Hospitals have become “defacto mortuaries” due to understaffing, dilapidated infrastructure, and despondency of medical staff.
-
Improve Welfare: Improve the welfare of essential medical staff by improving their salaries based on inflation and cost of living. It is suggested that all civil servants should not pay school fees up to university level.
-
National Health Policy (NHP): Implement a National Health Policy, such as Rwanda’s Mutuelles de Santé, where all citizens pay an annual affordable contribution and the government pays the larger contribution, to achieve Universal Health Coverage (UHC).
-
Emergency Rescue Service: Create a fully functional Emergency Rescue Service developed to international standards, equipped with ambulances, air-rescue helicopters, and sufficient personnel at every major hospital to ensure rapid, timely medical assistance.
Conclusion and Appeal to Citizens
The Apostle appeals to the President, Cabinet, Parliament, and all stakeholders to treat this crisis with urgency, seriousness, and humanity. Leadership is measured by decisive action to preserve and protect the lives of the governed.
Emergency Roadside Help to Our Fellow Zimbabweans
The ministry pleads with travelling Zimbabweans to not allow irresponsible drivers to kill or maim them.
-
Speak Out: Complain with one voice where over-speeding or an unroadworthy bus is observed.
-
Financial Support: The ministry will work with well-wishing Zimbabweans to help with bus fares for those stranded after refusing to travel in a dangerous bus. They will also help pay medical bills where they can afford to do so.
-
Report Incidents: Use your phone to record videos, voice notes, and conversations of challenges to help hold operators accountable.

Proverbs 24:11-12: “Rescue those who are being taken away to death; hold back those who are stumbling to the slaughter. If you say, ‘Behold, we did not know this,’ does not he who weighs the heart perceive it. Does not he who keeps watch over your soul know it, and will he not repay man according to his work?”.
