- Complainant is the State.
- Accused are as per attached Annexure “A” to ZRP Form 242.
- On 17 October 2025, accused persons and their accomplices who are still at large connived to incite members of the public to participate in a public gathering which had been called for by Blessed Runesu Geza to join the One Million Men March against the Head of State and Government, His Excellency Comrade Emmerson Dambudzo Mnangagwa accusing him to have chosen to betray the people of Zimbabwe by aligning himself with “Zvigandas (Criminal Saboteurs) and that the President has opted for corruption, looting, open formalisation of thievery within the government and brutally mutilating of the national constitution. The protest was scheduled to be held at Robert Gabriel Mugabe Square.
- On 15 October 2025, Blessed Runesu Geza addressed members of the public through social media platforms including Facebook and WhatsApp Groups advising that the venue of the intended One Million Men March had been moved to Africa Unity Square in Harare.
- Pursuant to Geza’s calls, accused persons and their accomplices who are still at large converged at Corner George Silundika Avenue and Sam Nujoma Street, Harare near Africa Unity Square intending to participate in the intended One Million Men March. During the gathering, accused persons were singing and dancing a song titled “Zvigananda chera mwena nguva yakwana, chera mwena zvigananda” meaning “economic saboteurs, your time is up, be warned economic saboteurs“.
- On the same date [17/10/25] at around 1130 hours, detectives received information that accused had gathered near Africa Unity Square intending to participate in the intended One Million Men March.
- Detectives from CID Law and Order Harare reacted to the information leading to the arrest of accused number 1-6 at the scene of crime while several other accused escaped.
- Upon arresting the accused persons, the detectives found some stones, boulders and other different missiles being hidden around the scene of crime.
- On the same date [17/10/25] at around 1630 hours, accused number [07] – [10] were arrested while they were hiding in their vehicle a silver Toyota Probox registration number AGG 1898 which was parked at corner 6th Street and Kwame Nkrumah Avenue, Harare after having been previously positively identified by the detectives at the scene of crime.

I, Lovemore Chisi, NR: 63-1264452 M 07, of CID Law and Order Harare do hereby make Oath and swear that:
- I am a duly attested member in the Zimbabwe Republic Police holding rank of Detective Sergeant. I have been in the Police Service for fourteen years of work eight years attached to Investigation.
- I am the Investigating Officer in a case of Participating in a gathering with intent to promote Public Violence, breaches of peace or bigotry as defined in section 37(1)(a)(i) of the Criminal Law (Codification and Reform,) Act, Chapter 9.23 of which the accused persons are as per the attached list.
- On 17 October 2025 at around 1100 hours and pursuant to Blessed Runesu Geza’s call for a one Million Men March, accused persons and their accomplices who are still at large converged at Corner George Silundika Avenue and Sam Nujoma Street, Harare.
- On the same date (17/10/25) at around 1130 hours, detectives received information that accused had gathered near Africa Unity Square intending to Participate in the intended One Million Men March.
- Detectives from CID Law and Order Harare reacted to the information and the accused were subsequently arrested. The accused were brought to station for further management.
- It is against this background that I oppose the granting of bail to the accused due to the following reasons:
- Risk of re-offending. The nature of the offence suggests a propensity for inciting or engaging in further public disorder.
- Accused is facing an offence which when convicted, calls for a lengthy custodial sentence. In view of this and coupled with the evidence available accused may be induced or enticed to abscond trial.
- Accused is a threat to Public Order and Security. Participation in politically charged or volatile gathering may pose ongoing risks to peace and security and releasing the accused could reignite unrest or embolden others.
