Aspire Mutingwende, chairperson of the Children of War Veterans and Heroes Dependants Forum, has been implicated in a major land scam in Harare.
Property owner Windmill (Pvt) Ltd accuses Mutingwende and his associate Taremedzwa Kapungu of illegally selling residential stands on Lot FA Kinvara, a 65-hectare piece of land in Bluffhill, under the fraudulent name “Tsikwi Phase 1 (Westgate Extension).”
On 7 August 2025, the High Court of Zimbabwe (Case No. HCH3919/25) ordered the duo and their associates to vacate the land immediately. The Sheriff of Zimbabwe has been authorised to enforce the eviction if they fail to comply.
Windmill has warned the public not to enter into any agreements, make payments, or accept stand allocations from Mutingwende or his partners, stressing that such transactions are illegal and void.
The company is now working with the Zimbabwe Republic Police and other authorities to protect the public from financial losses linked to the scam.
