Tendai Biti Slams “Cooked” $52 Billion GDP and 2030 Agenda
The Constitutional Defence Forum (CDF) is a newly emergent political and civic platform spearheaded by Tendai Biti in response to the ZANU-PF annual congress resolution of October 2025 to extend President Emmerson Mnangagwa’s term until 2030.
The forum serves as a legal and grassroots “firewall” against what Biti describes as the “capture and manipulation” of the supreme law of the land.

In a comprehensive analysis of the current fiscal trajectory, Tendai Biti characterizes the Zimbabwean economy as being in a state of “structural breakdown.” He points to a sharp disconnect between official statistics and the reality of extreme poverty, noting that while the government celebrates a $52 billion GDP, the banking sector holds less than $2 billion in savings—a ratio that defies standard economic logic. Biti asserts that the “rebasing” of the economy was an opaque process intended to artificially lower the debt-to-GDP ratio to make the nation’s $23 billion debt appear sustainable.
Beyond the numbers, Biti highlights a “parallel state” operating outside parliamentary oversight, where billions in unverified expenditures are funneled into elite-driven projects. He argues that the heavy taxation on basic goods and electronic transactions is driving citizens into “disengagement and informality,” further shrinking the formal tax base.
