The Zimbabwean government has reiterated the confidential nature of ongoing investigations into alleged irregular financial transactions involving controversial businessman Wicknel Chivhayo.

The clarification was made by Deputy Minister of Finance, Economic Development and Investment Promotion, David Mnangagwa, during a parliamentary session on Wednesday.

Addressing questions related to the “South African Financial Centre Report” and the broader allegations of suspicious payments, Mnangagwa emphasized that intelligence-sharing between South African and Zimbabwean authorities is conducted in confidence.

He explained that information obtained from foreign intelligence units, such as the South African Intelligence Unit, is typically relayed privately to Zimbabwe’s Financial Intelligence Unit (FIU), and not intended for public dissemination.

“If they communicate with sister organisations, the South African Intelligence would communicate with the Zimbabwe Financial Intelligence Unit. This would be in confidence and such information would not even be for our consumption as ministers,” Mnangagwa stated.

He further noted that any public claims about intelligence communications are often unverifiable, as these are private and sensitive exchanges meant to protect the integrity of investigations.
