Earlier in November Baroness Kate the Secretariat of Common Wealth had written a report recommending the return of Zimbabwe.
She also advised anyone opposed to this to submit their views on this by 26 November.
UK said that Zimbabwe still lacked transparency when it comes to election result, the electoral body is also said not to be independent hence affecting results outcome.
The UK observer also highlighted that Zimbabwe had high registration fee which hinders the participation of other candidates.
UK said Zimbabwe is yet to implement what was recommended by the commonwealth election observer mission.
It also said more assessment should be done before it can fully accept the return of Zimbabwe to commonwealth.
UK said it was looking forward for Zimbabwe to join commonwealth but some reforms had to be made before it can fully return.
Common Wealth encompass 56 countries with most of them being former British colonies.
