The bill was introduced in November 2021 and is now in its final stages in the Zimbabwe Parliament before it is sent for signing. The bill has been heavily criticized by civic society and opposition parties who say the amendments will:
- Make it difficult to register a PVO.
- prevent PVOs from receiving funding from abroad unless they register and disclose such funding.
- It will become a criminal offence for a designated organization to receive finding without registration and disclosure.
