Ugandan officials (including Minister Milly Babirye Babalanda and NRM Secretary General Richard Todwong) have stated that around 30–35 heads of state/governments and international delegations have confirmed attendance so far (as of early May 2026), following invitations to African leaders and others worldwide. Numbers have varied slightly across reports (e.g., 30 delegations confirmed, with expectations up to 35+ heads of state).

Bobi Wine (Robert Kyagulanyi Ssentamu), Uganda’s main opposition leader and National Unity Platform (NUP) president, is not expected to attend President Museveni’s swearing-in on May 12, 2026.

 

Invitations extended: The government and NRM have invited opposition parties, including NUP, as part of broader outreach for the event. Some reports mention Museveni personally inviting Bobi Wine and his wife.

 

Bobi Wine’s current status: He is currently in exile (reportedly in the US or elsewhere abroad after fleeing Uganda earlier in 2026 for safety reasons). As recently as May 8, 2026, he was speaking at the University of Michigan on democracy and human rights issues in Uganda.

 

Historical precedent: In 2021, after a similar disputed election, Bobi Wine and NUP explicitly turned down the invitation to Museveni’s swearing-in.

 

Diplomatic Engagement (March 2018): Vice President Chiwenga met with the then-Vice President of Uganda, Edward Kiwanuka Ssekandi, during a luncheon hosted in New Delhi, India. The meeting also included the Vice President of Malawi and the Secretary General for Burundi.
