- Recognition of strides in positioning Zimbabwe as a leader in mining, manufacturing (including steel production), and beneficiation.
- Prioritizing critical infrastructure covering roads, energy, water, housing, health, and education as foundational pillars for sustainable economic growth and modernization.
- Recognition of Zimbabwe’s attainment of wheat self-sufficiency and progress towards grain self-sufficiency, and a commitment to NDS1 to NDS2 transitions for achieving prosperity by 2030.
- Championing the land tenure program as a driver of development and a cornerstone for improved citizen quality of life, with commitment to inclusive political and socio-economic participation.
State of the Party
- Extension of the President’s term beyond 2028 to 2030, with directives for legislative amendments to ensure continuity, stability, and transformation. This resolution from the 21st conference is hereby reaffirmed with directives for the Secretary for Legal Affairs and Minister of Justice to ensure its full implementation before the 23rd National People’s Conference.
- Directive to develop a codified handbook that guarantees party supremacy over government structures.
- Obligation for all party organs, including the central committee and politburo, to fully implement resolutions and ensure affiliates’ harmonious collaboration with the main party.
- Development and implementation of a comprehensive five-year strategic plan aligning national, provincial, and district workflows; expedited allocation of vehicles and motorcycles to party structures.
- Strengthening internal party election integrity and integrating political retainers from the opposition after due process.
- Revival of a national sale day.
- CHO School of Ideology mandates structured political education integrated with practical skills at grassroots levels.
- Institutionalizing an official order of president manual to include political members and war veterans, awarding liberation war hero status by the 23rd National People’s Conference, and declaring September 15 a public holiday honoring the President.
State of the Economy
Food Security and Agriculture
- Clearance of outstanding payments to farmers and ensuring prompt payment within one month for deliveries.
- Capacitation of rural infrastructure, agricultural, and rural development authorities to assist small-scale farmers.
- Acceleration of irrigation schemes’ establishment and rehabilitation.
- Promotion of production, value addition, and consumption of traditional foods as vital nutrition enhancements.
- Localization of fertilizer and agricultural input production to reduce costs.
- Enforcement of GMO legislation and ensuring corruption-free distribution of Presidential Inputs and social welfare relief.
Macroeconomic Stability
- Robust support for the Zimbabwe Gold (ZiG) currency to ensure it retains the status of sole legal tender for all domestic transactions, including fuel purchases.
- Promotion of formalization and banking access by eliminating unnecessary bank charges and reducing charges.
- Enhancements of the ZiG’s durability and security features, and increasing its circulation across all denominations.
- Enforcement of anti-corruption and anti-money laundering laws to curb money laundering, speculation, arbitrage, and other economic malpractices.
- Strengthening fiscal and monetary policy harmonization and zero-tolerance legal frameworks against corruption.
- Incentives to promote indigenous participation in mining; revocation of non-operational mining grants to attract capable investors.
- Strategic operationalization of the Mutapa Investment Fund to resuscitate and capacitate State-Owned Enterprises.
- Curtailment of resource smuggling and enhanced enforcement measures by Zimbabwe Revenue Authority.
- Continuation of Presidential Livestock and restocking programs to grow the national herd.
Social Services and Poverty Eradication
- Comprehensive and equitable drought relief and social protection measure distributions, including harmonized cash transfers and health safety nets.
- Review and improvement of conditions of service for public servants and pensioners, including competitive remuneration and non-monetary benefits.
- Development and implementation of a national road accident fund scheme for immediate financial relief (medical, rehabilitation, burial support).
- Upgrade and capacitation of health infrastructure, including district hospitals, nursing schools, and completion of Lupan Provincial Hospital.
- Strengthening medicine storage, distribution, and availability in public health institutions.
- Establishment of mobile health care and mothers’ shelters facilities, Visual Inspection with Acetic Acid and Camera (VIAC) screening, and national health insurance schemes.
- Enforcement of gender-based violence laws and inclusion of vulnerable groups in government programs.
Infrastructure Development, Value Addition, and Tourism
- Rehabilitation and modernization of all major highways, roads, and revitalization of railway infrastructure.
- Upgrading border posts to meet international standards and enforce regulations governing the transport chain of heavy materials by road.
- Dredging and maintenance of water bodies for sustainable supply and completion acceleration of Gwayi-Shangani and Kunzvi dams construction.
- Funding expansion and development of Marondera University of Agricultural Sciences and Technology.
- Implementation of policies that discourage the exportation of raw materials without value addition.
- Support for local establishment of solar panel and lithium battery manufacturing plants to reduce electricity grid pressure.
- Expansion of renewable energy use and broadcasting infrastructure improvements, particularly in remote and marginalized areas.
- Promotion of environmental conservation via enforcement of environmental laws, protection of wetlands, educational awareness on fire prevention, and sustainable management of recreational facilities.
- Expedite the establishment of a School of Hospitality in Victoria Falls and expansion to other prime tourism destinations, institutionalizing gastronomy and township tourism.
Women’s Affairs and Veterans of the Liberation Struggle
- Both the Women’s Affairs and Veterans of the Liberation Struggle committees supported the extension of President Mnangagwa’s term to 2030.
- Full capacitation and transformation of the Women’s Bank into a robust financial institution; achievement of 50/50 gender parity in all party structures.
- Creation of women-focused agricultural and mining hubs for skills development and economic participation.
- Institutionalizing comprehensive health insurance for veterans and ensuring state-assisted funerals for all veterans of the liberation struggle.
- Review of pension laws to accord dependents of veterans equal benefits.
- Awarding liberation war hero status by the 23rd National People’s Conference.
Youth and Drug/Substance Abuse
- Priority employment for National Youth Service graduates; expansion of vocational training centers in all districts.
- Enforcement of anti-drug and substance abuse laws; establishment of comprehensive standalone drug treatment, rehabilitation, and recovery facilities per administrative district.
- Promotion of positive parenting education and strengthening of early childhood communication materials and community parenting programs.

- Decentralization of the Chitepo School of Ideology training programs for party members and general populace.
- Proactive Party Conflict Resolution Committee for dispute mitigation.
