Zimbabwe WhatsApp group administrator is considered a data controller if they collect and process personal information (such as phone numbers) for commercial or business purposes, including running a church or community organization. The law makes a distinction between these groups and those used strictly for personal, family, or household affairs, which are generally exempt from the licensing requirement.
