This move was publicly confirmed by party officials including ZANU-PF Director for Information Farai Marapira and Secretary for Legal Affairs Patrick Chinamasa, who described Tagwirei as a previously low-profile but loyal party cadre whose elevation signals a strategic shift in the party’s urban political fortunes.
However, Tagwirei’s entry was not smooth. Despite his co-option, he was barred from fully participating in Central Committee meetings due to not meeting all procedural requirements outlined in an internal party circular. This circular, signed by Secretary-General Obert Mpofu, stipulated strict eligibility criteria for Central Committee membership, including continuous party office-holding for at least five years at provincial level or higher, proper recommendation by the District Coordinating Committee, and full approval through the party hierarchy.
