✅ Passed Resolutions
(Emerged from the 23rd ZANU PF National People’s Conference)
-
Congress Date Change: The Party Congress has been moved from 2028 to 2029.
-
Leadership Term Extended: President Mnangagwa will remain ZANU PF’s sole President and First Secretary until 2030.
-
Constitutional Alignment: An agreement to amend the Party Constitution to harmonize it with the National Constitution.
❌ Failed Proposals
(Detailed amendments that were not passed)
These amendments were originally proposed to align the Party Constitution with the national Constitution of Zimbabwe (Act No. 6 of 2026)—which shifted presidential elections to a joint sitting of Parliament and extended the electoral cycle to seven years. The main goals were to fix election rules, strengthen control over government officials, create a new administrative body, and update disciplinary rules.
The following specific proposals failed:
-
Presidential Elections (Separation of Roles): The Party President would no longer automatically become the State Presidential Candidate. Instead, if the Party President was not the State candidate, six Provincial Coordinating Committees would nominate someone, and the Central Committee would officially endorse them.
-
Party Supremacy over Government: The Party would be legally defined as the top authority setting the government’s policy direction. All government officials (President, Ministers, MPs, etc.) would be required to align their work with Party ideology, and face disciplinary action if they acted against Party rules.
-
Central Committee Rules: The President and First Secretary would be granted a “casting vote” to break ties during Central Committee sessions.
-
New Administration Directorate: A new administrative body would be created, overseen by the Secretary General and led by a Director-General. Each Party Department would have a director supervising daily operations under the Director-General.
-
Director-General Duties: The Director-General would provide administrative support to the Party’s main organs and chair the committee that hires regular Party employees (while the Secretary General would lead the hiring of top Directors and Deputies).
-
Terms of Office: The terms/cycles for the Liberation Struggle Leagues would be revised (with League Provincial Executive Councils staying in office until one year before the Central Committee election).
