Johannesburg’s Law Enforcement Crisis Deepens as Camera Infrastructure Removed
The City of Johannesburg (COJ) is facing a law enforcement crisis following the expiration of its three-year “service-lease” contract with private provider Syntell on December 23, 2025.
Because the city did not own the hardware, Syntell removed all camera infrastructure, leaving the Johannesburg Metro Police Department (JMPD) unable to issue automated speeding fines for the past four months. This lapse has resulted in an estimated R17 million revenue loss since December, adding to historical losses that saw the city bleed R36 million when systems were offline starting in May 2021.
While JMPD spokesperson Xolani Fihla maintains that officers have been redeployed to manual patrols, internal critics and DA Shadow MMC Solomon Maila cite a “dereliction of duty,” alleging that some officers are idle or engaging in extortion at illegal roadblocks.
To prevent future service vacuums, the COJ is now scrambling to appoint a new provider with a strategy to eventually procure and own its own equipment.
