The City of Harare is seeking a highly qualified and experienced professional to fill the critical role of Finance Director. This is a unique opportunity for a results-driven individual to provide strategic leadership and direction in the formulation and implementation of the Council’s financial goals, ensuring a healthy and sustainable financial future for Zimbabwe’s capital.

Position Details

  • Position: Finance Director (1 Post)

  • Grade: 2

  • Department: Finance

  • Location: Rowan Martin Building

  • Reporting To: Town Clerk

Job Objective

The successful candidate will be responsible for providing strategic direction and leadership in the formulation and implementation of the Council’s financial goals. The core objective is to manage all financial processes to ensure a healthy and sustainable balance sheet for the City of Harare.

Key Result Areas

The Finance Director will oversee and manage the following critical areas:

  1. Financial Planning and Budgeting

  2. Billing, Revenue Collection, and Management

  3. Financial Management

  4. Asset and Risk Management

  5. Financial Reporting

  6. Financial Advisory Services

Key Specific Duties

The role is dynamic and carries a wide range of responsibilities, including:

  • Strategic Leadership: Develop and implement the organization’s strategic financial goals and ensure alignment with national priorities.

  • Budgeting & Planning: Oversee the annual budget preparation process and coordinate the City’s Five-year Capital Development Plan.

  • Financial Integrity: Ensure the authority maintains a Prudential Financial Framework, implement robust revenue collection systems compliant with the Public Finance Management Act (PFMA), and oversee the preparation of annual financial statements per international standards.

  • Risk & Asset Management: Develop systematic risk management policies (including insurance) and ensure sound policies are in place for the maintenance and replacement of vehicles, equipment, and other departmental assets.

  • Advisory & Compliance: Provide timely, accurate, and impartial financial advice to assist in decision-making and work closely with internal and external auditors to address audit findings.

  • Team Leadership: Oversee the professional development of subordinates through structured mentorship and performance management systems.

The Ideal Candidate: Qualifications & Experience

Applicants must meet the following minimum requirements:

  • A Finance or Accounting Degree (e.g., Full ACCA, Full CIS).

  • A relevant Post Graduate Qualification such as CA, MBA, MBL, or IMFO.

  • Current Full Membership of a Professional Board.

  • A minimum of 10 years of relevant working experience at a senior management level in a large organization.

  • Demonstrable experience in managing huge budgets.

Compensation
