Overall, SADC MCO has failed to address four topical issues on Zimbabwe that were expected to be dealt with going into the meeting.

The MCO meeting dealt with the following issues:

1. SADC congratulated Zimbabwe on their elections.
2. SAMIM withdrawal from Mozambique.
3. Loses by SAMIDRC and the Luanda process.
4. SADC elders and the Mediation Reference group were commended.
5. DRC, Botswana and Seychelles appointed to SEAC. Namibia and Zimbabwe’s Jenniffer Chiriga were appointed as Chair and Vice Chair respectively.
6. The SADC Panel of Elders is led by His Excellency Jakaya Mrisho Kikwete, former President of the United Republic of Tanzania and the Mediation Reference Group, led by Ambassador Lucy Mungoma.
7. The MCO approved the Guidelines for Establishing and Operationalising a Network of Women Mediators in the Southern African Region.
8. The MCO commended the Republic of Zimbabwe for spearheading the construction of a Pan-African multi-country facility in Zimbabwe.

Conclusion

SADC failed to deal with three issues regarding Mnangagwa namely:

1. Zambia’s complaint over Mnangagwa’s statement ion Russia
2. SADC Chairmanship was not confirmed
3. Zimbabwe election observer report was ignored entirely
4. The role of the SADC elders was mentioned but their involvement in Zimbabwe was not clarified
