South Africans were left stunned after the office of President Cyril Ramaphosa announced that the report into the Russian weapon ship, Lady R, will not be made public.

Presidential spokesman, Vincent Mangwena, said the the panel investigation is not a commission of enquiry.

He also said the terms of reference of the panel will not be gazzetted or made public.

The investigation covers issues of national security and classified information which is protected from disclosure. 

The Presidency will write letters instructing all relevant government entities to cooperate or face disciplinary action.Â
