Summary of Meeting: Ministry of Health and National Stakeholders – Emergency Operations Centre Robert Mugabe International – 01 December 2021

Following the post Cabinet Briefing and the National address by the President on the 30th of November 2021, the following measures will be deployed for arriving passengers at the 3 major airports, Robert Mugabe International, Joshua Nkomo International and Victoria Falls International. These measures will be in force following the publication of a relevant Statutory Instrument between today and Friday the 3rd of December 2021.

1. Every person arriving in Zimbabwe is required to have negative PCR Health Certificate valid for 48 hours from the date and time of issue of such a certificate.

2. Every person arriving in Zimbabwe will get a PCR Test, possibly by gene expert, done at the Port of Entry. Results expected within 20 minutes.

3. Persons below the age of 61 months will be exempted from PCR testing on arrival. Other exemptions may only be issued by the Secretary of Health e.g. on Health grounds or age. Official exemptions include VIPs, Diplomats and their families, Envoys, UN staff and their families. Official exemptions will quarantine at home.

4. Once tested the person will proceed to a quarantine centre of their choice at cost to that person. Results will be communicated to each individual tested when results are ready.

5. Each person arriving in Zimbabwe shall book accommodation at the designated quarantine centres on or prior to arrival. Transport will be provided by hotels/lodges. People failing to afford quarantine accommodation and/or transport will be handed over to Government Social Welfare Department.

6. Quarantine centres will be published by the MOHCC. These will be lodges and hotels.

7. Quarantine is 10 days and retests will be done on days 7 or 8. Isolation is 14 days.

8. NO HOME QUARANTINE.

9. The MOHCC will establish Airport PCR Testing laboratories. And each PC test shall be done at a nominal fee yet to be gazetted.

10. Persons designated as business travellers, e.g. those visiting the government, shall be exempted for quarantine requirements. Proof thereof shall be required

11. There are no new measures for tourists. These are yet to be published.

12. The current PCR test centres operated by private institutions will remain available for other tests and not for quarantine purposes.

13. Crew on night stopping (from airport of origin or in Zimbabwe) will be exempted. The 30-day validity period, for each crew PCR HC to be reviewed.

14. Measures for land borders remain unchanged. Essential goods drivers PCR HC validity to be reviewed.

15. Passengers to get designated transport from the airport to the quarantine centres.

16. Government yet to come up with a plan on whether to secure passports during the entire duration of the quarantine or isolation and only release the passports at the end of such period.

17. Each quarantine centre will be manned by police.

18. MOHCC to monitor quarantine centres.

19. These measures will be reviewed after 14 days from the date of publication of the SI.

20. Violation of these measures is an offence.

21. Testing of arriving passengers will not affect turnaround flights.
