South African mobile device users are in for a shock if a new white paper by the SA Communications Ministry are implemented.

Deputy Minister of Communications, Pinky Kekana, told a Parliamentary Portifolo Committee this week that TV licences must be expanded to other devices.

The regulations will require DSTV and Netflix to either collect the licenses or contribute to the SABC.

The regulations are contained in a draft white paper on Audio and Visual content Services that was released by the Department Of Communications and Digital Technologies in September.

Both DSTV and Netflix were unwilling to comment on the proposal.
